Does anyone know the exact requirement s for getting lvl 4 magic?

This was the info posted on the forum by Wake :-

Level 56, Int 76, Blue/White/Black Magic 100 (as applicable).

Npc is Inwhang, who spawns every 560,000 secs (!) at either 20/420, or 400/420. He marks your soul if you have the above requirements, and teleports you to the Tomb 536/268. The Tomb asks for 25 Resurrection Scrolls and 10 Town Teleport Scrolls (252K). Once you have provided this, you can learn 4th level spells.

Then, it's the small matter of 1 Large Diamond per spell given to the original NPC that you learnt the spell from...
